As there needs to be somewhere where constitutional amendments are proposed and discussed here it is. If you want to propose something feel free to post but dont take the piss.
Note that the bylaws state the procedure for proposing a constitutional amendment in section 5. I know it is a ball ache going through these hoops that appear to be useless, but what they allow is a standard way for people to easily understand the point and implications of any amendment without having to read the minutia so that any discussion can be done in an informed manner. The current constitution is here.
5 Proposition of Constitutional Amendments and Bylaws5.1 Proposition of Constitutional Amendments and Bylaws must be proposed in a form of three parts, headed:
- “This Society Notes” listing any pertinent facts.
- “This Society Believes” listing any opinions that shall be held by the society as a whole if the vote for the motion passes.
- “This Society Resolves” listing any undertaking required of the committee. This part must mention the exact wording of any new clauses to be added into the Bylaws or the Constitution plus every exact change to any existing clauses in the Bylaws or the Constitution.
5.2 Any Constitutional Amendment or Bylaw not of this form may not be voted on.
oh, and by the constitution, the deadline for submission of constitutional amendments is the midnight of Sunday 7th / Monday 8th.
Introduction of voting rounds
This society notes:
- There has been an increase in the participation in democratic process of RockSoc over the last few years.
- This has lead to a greater number of candidates being proposed for committee roles.
- Large numbers of candidates means the vote for each position gets diluted.
This society believes:
- Diluted votes can cause the situation where someone who the majority of people would not vote for can be elected to a position with only a small group of voters, contradicting the mainstream vote.
- Candidates for positions should have a clear mandate with the popular vote.
- The voting process needs to be adapted to ensure candidates always have such a mandate.
This society resolves:
Insert into the constitution and re-number subsequent:
"3.9.2 Candidates for roles where only one person can be elected to that position shall be elected to that role if they receive greater than 50% of the non-abstaining vote. Should no single candidate receive this, another voting round shall take place with the two candidates with the largest number of votes. If there is a tie in the number of votes such that there are no two candidates with the most votes, all candidates involved in the tie shall proceed to the next round of voting."
"3.9.3 Candidates for roles where there is a number of positions greater than one shall be elected to that role if, when the votes are put in ascending order, that candidate is ranked equal to or lower than the number of positions available. In the event that a tie in votes leads to the situation where not all of the equally ranked people can be elected to a position, then another round of voting shall take place with only the tied candidates participating."
